The present work examines the reasons that gave rise to European Regional Policy and describes its principles and basic objectives, as well as the operational transformations it underwent from the 1988 Structural Fund reform till the approval of the Agenda 2000. This paper addresses the potential impact of the current European Union (EU) enlargement process on EU economic and social cohesion programmes. The first part highlights the reason why enlargement is a priority for the EU and explains the pre-enlargement strategy carried out in the nineties. The Agenda 2000 proposals and the funding avenues provided for EU enlargement are subsequently examined, assessing the repercussions of enlargement on structural actions and the EU as a whole. Anotācija Promocijas darba mērķis ir novērtēt Latvijas ūdenssaimniecības apakšnozares attīstības priekšnosacījumus, pamatojoties uz ES fondu līdzfinansēto projektu apakšnozarē rezultātu analīzi pašvaldību griezumā. Latvijā ES fondu finansējums 2007.-2013.gadā pārsniedz 4,5 miljardus eiro, būtiski ieguldījumi ir veikti ūdenssaimniecības sistēmu sakārtošanā. Neskatoties uz to ūdenssaimniecības apakšnozare Latvijā nav plaši pētīta, kas ir skaidrojams ar to, ka, pieņemot nepieciešamību ieviest ES normatīvajos aktos paredzētos standartus attiecībā uz šo pakalpojumu sniegšanu, otrajā plānā ir palikusi nepieciešamība pārliecināties par ieguldījumu rezultātiem. Abstract This paper aims to present the state of implementation of operational programs 2007-2013 co-financed with structural instruments, to determine the level of absorption of these funds and the achievement of the strategic objectives set by European and national documents. The purpose of this analysis is to identify weaknesses and strengths that Romania has in this area and how it is likely to increase the success of absorption rate of EU funds. All these aspects are very important, as structural funds are considered an important tool in combating the effects of the financial crisis on the Romanian economy.
